Terms of Reference: Monitoring &Evaluation Consultant
Politics and Society Institute is looking for a Monitoring and Evaluation Consultant, under the supervision of the Program Manager, he/she will be responsible for delivering reports and follow up with progress and quality of the project activities, this Consultant will conduct field visits in six governorates; Mafraq, Irbid, Zarqa, Tafila, Karak and Madaba, In addition to Amman.
Purpose of the evaluation:
This evaluation will take place over the full duration of the 2 years project. That will focus on the implementation period and the outputs of the project implementation period.
The evaluation is forward-looking and will capture effectively lessons learned and provide information on the nature, extent, and where possible, the potential impact and sustainability of the “New Horizon” project. The evaluation will assess the project design, scope, implementation status, and capacity to achieve the project objectives. It will collate and analyze lessons learned, challenges, and the best practices obtained during the project implementation and closing. The emphasis on learning lessons speaks to the issue of understanding what has and what has not worked as a guide for future planning. It will assess the performance of the project against planned results. The evaluation will assess the preliminary indications of the potential impact and sustainability of results including the contribution to achieving project goals and specific objectives. The results of the evaluation will draw lessons that will inform the key stakeholders of this evaluation who are PSI, NAYA Community Network, Citizenship Center, and United Nations Fund.
Scope:
Evaluations will assess the effectiveness of the implementation strategy and the results. This will include the implementation modalities, roles and responsibilities of the implementer, coordination, partnership arrangements, institutional strengthening, beneficiary participation, replication, and sustainability of the project.
The M&E on the Project management including the implementation strategies; and project activities; will assess the extent to which the project results have been achieved, partnerships established, capacities built, and cross-cutting issues of mainstreaming gender have been addressed. It will also assess whether the project implementation strategy has been optimum and recommend areas for improvement and learning.
Tasks and Responsibilities:
Develop M&E framework and guidelines for the project, ensure proper implementation of M&E activities, provision of ongoing technical support and quality assurance, and track and analyze progress towards agreed outputs of all activities so that they are in line with programs or projects monitoring frameworks.
Ensure that the progress and results of the project are monitored, communicated, evaluated and acted upon in a timely, efficient, and results-based manner.
Provide follow-up and technical guidance on result-based management (RBM) and M&E to PSI and implementing partners in Jordan and the region.
Support on-going data collection and interpretation of results.
Ensure coherence and effectiveness of monitoring activities by staff.
Facilitate technical support if necessary, such as training, workshops and access to resources (where possible).
Ensure that a continuous learning process is developed and documented through regular result-oriented monitoring and evaluation training.
Finalizing the interim and final narrative reports of the program as per the format of UNDEF.
Required expertise and qualification:
The M&E consultant must have the following expertise and qualifications:
At least a master’s degree in public policy, International Development, Development or other related fields.
Economics/Planning, Economics, Public Administration, and Management and in any other related university degree.
Extensive expertise, knowledge, and experience in the field of evaluation of development programs.
At least 5 years of experience in working with local and international organizations and donors; Experience in program formulation, monitoring, and evaluation.
Fluency in Arabic and English, and Excellent written and verbal communication skills in English.
Efficiency:
Was the process of achieving results efficient? Specifically did the actual or expected results.
(outputs and outcomes) justify the costs incurred?
Were the resources effectively utilized?
What factors contributed to implementation efficiency?
Did project activities overlap and duplicate other similar interventions (funded nationally and/or by other donors?
Are there more efficient ways and means of delivering more and better results (outputs and outcomes) with the available inputs?
Could a different approach have produced better results?
How was the project’s collaboration with the United Nations Fund and partners?
How efficient were the management and accountability structures of the project?
How did the project’s financial management processes and procedures affect the project implementation?
What are the strengths, weaknesses, opportunities, and threats of the project implementation process?
Sustainability:
To what extent are the benefits of the project likely to be sustained after the completion of this project?
What is the likelihood of continuation and sustainability of project outcomes and benefits after completion of the project?
How effective were the exit strategies, and approaches to phase-out assistance provided by the project including contributing factors and constraints?
What are the key factors that will require attention to improve the prospects of sustainability of Project outcomes and the potential for replication of the approach?
How were capacities strengthened at the individual and organizational level (including
contributing factors and constraints)?
Describe the main lessons that have emerged – What are the recommendations for similar?
support in the future? (The recommendations should provide comprehensive proposals for future interventions based on the current evaluation findings).
Timeframe for the Evaluation Process: The project Monitoring and evaluation will be conducted over the project period from the beginning of May 2024, to January 2026.
The consultant will be provided with information to prepare (with the support of PSI) a table with tasks, timelines, and deliverables, for which the consultants will be responsible and accountable.
