Communication and Advocacy Trainer 

Project: Jordan Youth Policy Lab: Empowering Young Voices for National Change. 
Implemented by: Politics and Society Institute (PSI). 

1. Background 

The Politics and Society Institute (PSI) is implementing the Jordan Youth Policy Lab, which aims to employ a structured, phased, and participatory intervention model that moves young Jordanians through a deliberate journey, from capacity building, through community-based research and policy co-creation, to direct engagement with decision-makers. The intervention is designed not merely as a training programme, but as a full policy cycle experience where youth learn by doing, produce real outputs, and engage with real stakeholders. 

As part of the project, PSI seeks to engage a qualified trainer to support this assignment and contributes directly to the following project outputs: 

• Outcome 1: Enhanced Youth Capacity in Public Policy and Advocacy: Young participants demonstrate improved knowledge, skills, and confidence in policy analysis, participatory research, advocacy, and civic engagement. 

• Outcome 2: Evidence-Based Policy Recommendations Co-Created by Youth: Youth participants generate and validate policy recommendations based on community research and stakeholder engagement across multiple governorates. 

• Outcome 3: Strengthened Dialogue Between Youth and Decision-Makers: 

Structured engagement opportunities enable youth to present policy recommendations and interact directly with policymakers and other relevant stakeholders. 

• Outcome 4: A Replicable Model for Youth-Led Policy Engagement: 

The project’s methodology, tools, lessons learned, and results are documented and disseminated to support future replication and adaptation. 

The trainer will work under the direct supervision of the PSI project team and will coordinate closely with the relevant project staff responsible for implementing the project activities. 

2. Purpose of the Assignment 

This phase establishes the foundational knowledge and skills that participants will apply throughout the remainder of the programme, which will combine both theoretical and practical components with the aim of equipping participants with the practical tools necessary to develop evidence-based policies, rather than merely acquiring theoretical knowledge.  

3. Scope of Work 

The trainer will develop and finalize comprehensive, interactive training materials covering the following topic (Communication, advocacy, stakeholder engagement, and presentation skills).  

The trainers must employ interactive and experiential learning methodologies including 

• Case studies from Jordanian and regional policy contexts. 

• Role-playing and simulation exercises. 

• Group discussions and peer learning activities. 

• Guest lectures from policy experts, government officials, and civil society leaders. 

4. Key Responsibilities 

The Trainer shall be responsible for: 

• Designing, finalizing materials and handouts and delivering of a two-day comprehensive and interactive training materials and handouts on Communication, advocacy, stakeholder engagement, and presentation skills, aligned with the objectives of the Jordan Youth Policy Lab. 

• Building participants’ understanding of advocacy concepts, strategies, and approaches within public policy and civic engagement contexts.  

• Equipping participants with practical communication skills to effectively convey ideas, policy recommendations, and key messages to diverse audiences.  

• Strengthening participants’ capacity to identify, analyze, and engage stakeholders relevant to policy and community issues.  

• Training participants on advocacy planning, message development, audience mapping, and influencing strategies.  

• Enhancing participants’ public speaking, facilitation, negotiation, and presentation skills.  

• Facilitating experiential learning through simulations, role-playing exercises, case studies, group discussions, and practical assignments.  

• Providing participants with opportunities to practice engagement with decision-makers, public institutions, civil society actors, and community representatives.  

• Offering constructive feedback and coaching to improve participants’ communication and presentation performance.  

• Submit all training materials and final outputs to PSI. 

• Ensuring that training delivery is inclusive, youth-friendly, participatory, and aligned with PSI’s standards and project objectives. 

5. Expected Deliverables 

• Participants demonstrate improved verbal, written, and interpersonal communication skills necessary for effective civic and policy engagement. 

• Participants can develop advocacy objectives, identify target audiences, formulate key messages, and design advocacy strategies to address policy and community challenges. 

• Participants demonstrate the ability to identify, map, and engage relevant stakeholders, including government institutions, civil society organizations, community leaders, and decision-makers. 

• Participants demonstrate increased confidence and competence in presenting ideas, facilitating discussions, and delivering policy-related presentations. 

• Participants successfully apply communication, advocacy, and stakeholder engagement tools through practical assignments, case studies, simulations, and role-playing activities. 

• Participants develop stakeholder engagement plans, advocacy messages, presentation materials, or communication products that can support subsequent phases of the Jordan Youth Policy Lab. 

• Participants demonstrate the ability to engage constructively in dialogue with policymakers and stakeholders, advocate for evidence-based recommendations, and contribute effectively to public policy discussions. 

6. Duration of the Assignment 

The assignment will cover training to support 24 participants between August and September 2026. 

7. Required Qualifications and Experience 

The ideal candidate should have: 

• A university degree in political science, public administration, social sciences, development Studies, communication, or a related field. 

• At least 7-10 years of relevant professional and training experience in designing and delivering training programmes on communication, advocacy, stakeholder engagement, public participation, civic engagement, or related topics. 

• Proven experience working with youth-focused programmes, capacity-building initiatives, or civic and political engagement projects. 

• Strong understanding of advocacy strategies, stakeholder mapping and analysis, policy communication, and public engagement approaches. 

• Demonstrated experience in facilitating interactive and participatory training methodologies, including simulations, role-playing exercises, group discussions, and experiential learning activities. 

• Excellent facilitation, presentation, mentoring, and coaching skills, with the ability to engage and motivate diverse groups of young participants. 

• Demonstrated experience in strategic communication and advocacy initiatives. 

• Proven ability to engage and collaborate with diverse stakeholders, including government institutions, civil society organizations, and youth groups. 

• Experience in facilitating discussions, workshops, and stakeholder consultations. 

• Strong presentation, public speaking, and interpersonal communication skills. 

• Strong understanding of governance, public institutions, and policy development frameworks. 

• Proven experience in training, facilitating using learning by doing approach. 

• Good understanding of political participation, civic engagement, and youth involvement. 

• Experience in working with youth groups or civil society initiatives. 

• Strong communication, facilitation, and coaching skills. 

• Strong writing skills in Arabic; English is an asset.
